答：生彼起者，非猛利故劣故不受。不爾重修亦能別感，應重生彼，以昔人中後報受故。

Answer: That which arises upon birth there is not fierce and vigorous; because it is weak, it does not experience retribution. Otherwise, repeated cultivation would also be able to produce a distinct retribution, and one would be born there again, because formerly among humans it was experienced as a subsequent retribution.
