Answer: When external pṛthagjanas in the desire realm initiate the three kinds of karma, all are unwholesome. The sixth fascicle of this treatise and the Abhidharmasamuccaya both state that the discriminative defilements of the desire realm are unwholesome. Furthermore, the lower fascicle of the Pratītyasamutpāda-sūtra says: When external pṛthagjanas have the four kinds of transformed ignorance induced by improper mental application (ayoniśomanaskāra), they give rise to the non-concomitant, concomitant, paryavasthāna, and anuśaya of the desire realm; hence they are unwholesome. The ignorance initiating the formations of the first dhyāna is also unwholesome, because it belongs to the desire realm. The ignorance initiating formations of the stages above this is defiled neutral (nivṛtāvyākṛta), because it is subsumed under the concentrated stages. For internal pṛthagjanas, if they are heedless (pramatta), the ignorance initiating formations can be of both moral natures; if they are not heedless (apramatta), the ignorance initiating formations is only defiled neutral.
