答：准《緣起經》云：外法異生，非理作意，所引四種轉異無明。既由非理作意，引生四種無明，明知不善，又由外道迷生死果，執為涅槃，起不動行，所起無明與邪行為依，方起彼行，故是不善。內法異生發非福行，亦唯不善，非有覆惑能發非福不善之業。

Answer: Based on the Pratītyasamutpāda-sūtra which says: External pṛthagjanas have four kinds of transformed ignorance induced by improper mental application. Since it is induced by improper mental application to produce the four kinds of ignorance, it is clearly known to be unwholesome. Furthermore, because tīrthikas are confused about the fruit of saṃsāra, grasping it as nirvāṇa, and initiate immovable formations, the ignorance they give rise to serves as the support for wrongful actions and only then initiates those formations; therefore it is unwholesome. When internal pṛthagjanas initiate non-meritorious formations, it is also purely unwholesome; it is not that defiled neutral afflictions are capable of initiating non-meritorious, unwholesome actions.
