Answer: The Commentary says: 'It arises having lower active ignorance as its cause. Because delusion regarding the true meaning is evidently present, this means that due to delusion one seeks birth in a higher plane; thus it is activated by lower delusion.' Another says: 'It is activated only by the other [forms of] ignorance, excluding the unshared [ignorance]. When those who are non-negligent and the noble ones in training [śaikṣas] give rise to the three kinds of ignorance, it activates non-meritorious karma. Although it does not invite fruit, it is not without ignorance. Therefore we know that when giving rise to meritorious and immovable karma, there are other active [forms of ignorance] that activate them. Thus the Pratītyasamutpāda-sūtra says above: "Furthermore, there is a class who, relying on craving for non-existence, create various meritorious formations or immovable formations." Up to: "Moreover, due to unknowing, they conceive the notion of an antidote regarding what is not an antidote, and create various meritorious formations or immovable formations. Through this principle, it should be known that such formations use only ignorance as condition, not craving or grasping." Here, seeking non-existence is called "relying on craving for non-existence," which also applies to the tīrthikas. Seeking future nirvāṇa is called "relying on craving for non-existence," which refers to internal pṛthagjanas. Thus they give rise to active delusion and activate meritorious and immovable [karma].'"
