問：既有上地無明等種，不許發行，明內法異生不放逸者，造福、不動用隨眠發，亦非行支，同彼種故。

Question: Since seeds of ignorance of the higher planes are present and are not permitted to initiate action, then for non-negligent pṛthagjanas inside the Buddhist teaching who create merit and unmoving action initiated by latent propensities, these would likewise not be the action limb, being identical to those seeds.
