答：覺等十三不約所依以辨無常，同類合明有十三德；香、味等四，由約所依辨常、無常，與覺等別，不言十四。

Answer: Cognition and the other thirteen do not distinguish impermanence based on their inhering basis; taken together as a homogeneous group, there are thirteen qualities. The four—smell, taste, and so forth—distinguish permanence and impermanence based on their inhering basis, which is different from cognition and the rest, so it does not say fourteen.
