實等生果要須有能，所以有能名常生果。液等十德生果所須，故同有能，名常生果。

Substances and so forth must possess potentiality to produce effects; therefore, potentiality is called constantly producing effects. The ten qualities, such as fluidity, are required to produce effects, so like potentiality, they are called constantly producing effects.
