謂自真如實不離識，恐彼妄謂是離識有而為不定，為遮此故不言無作。

This means that one's own suchness in reality is not separate from consciousness; fearing that the opponent would mistakenly deem it to exist apart from consciousness and thus render [the reason] inconclusive, to preclude this it does not say "inactive."
