簡下中思不發無表者，按《成業論》云：思差別者，簡取勝思能發律儀、不律儀表，由此思故熏成二種殊勝種子。依二種子未損壞位，假立善、惡律儀無表。

This distinguishes and excludes inferior and middling [intentions] that do not produce unmanifest [action]. Citing the *Karmasiddhi-prakaraṇa*, it says: 'Differentiating intention' selects superior intention which is capable of generating manifest moral discipline and non-discipline; through this intention, it perfumes and brings about two kinds of superior seeds. Resting on the state in which these two seeds have not been damaged, good and evil unmanifest [moral discipline] and non-discipline are provisionally posited.
