諸律儀惑悉皆能止身、語惡色，《顯揚》據此故能止惑，從所止法以立色名。若發身、語諸惑不定故，彼不依所發身、語而立色號。

All disciplines of the precepts can stop unwholesome matter of body and speech. The *Prakaraṇāryavācā* relies on this, so that the precepts capable of stopping receive the name of 'matter' based on the dharmas stopped. If the precepts generating body and speech are indeterminate, they do not establish the designation of matter on the basis of the body and speech generated.
