釋《對法論》不說所以，煩惱容有起他地者，對起、不起名成、不成，生得善法無起異界，不同煩惱，故但說成。

This explains the reason why the Abhidharmasamuccaya does not state it: afflictions may possibly arise in another stage, so by contrast to their arising or not arising, they are called possessed and not possessed; innately acquired wholesome dharmas do not arise in a different realm, and unlike afflictions, they are therefore only spoken of as possessed.
