此乃牒計成前難意，由汝本言：生與果等不是作用，顯是功能，不言餘法有功能故。又難生相無作功，作功無故名功能，餘未來亦無作用，無作用故名功能，難過去法亦准此知。

This cites their assertion to complete the meaning of the preceding objection: because of your original statement that arising and giving the fruit and so forth are not operations, revealing them to be capacities, without stating that other dharmas have capacity. Furthermore, objecting that the characteristic of arising lacks operative work, and because it lacks operative work it is called a capacity, other future [dharmas] also lack operation, and because they lack operation they are called capacities; the objection to past dharmas should also be understood by analogy with this.
