Answer: If according to the Sarvāstivāda, transformed speech that conforms to the physical base can produce names and so forth, and is of the nature of speech action. If it is a transformation separated from the physical base, there are two explanations according to the intention of the Mahāvibhāṣā: The first says that the nature of transformed speech is speech action because it is produced by the mind. Although a transformation separated from the physical base is born of non-appropriated [elements], it nevertheless belongs to sentient beings and is not subsumed under the external receptacle. Therefore, sounds of the external receptacle, such as wind-wheels, contradict this and cannot designate; sounds of strings and pipes are also like this and likewise have no designation. Some songs and the like resemble names but are not genuine, yet are admitted to be speech sounds because they are induced by wind and breath; although they are called speech sounds, they are still subsumed under the external receptacle, lack names, and are not action, because they are not acquired. The second says: although it is designative, it has no real names; whatever designation it has resembles names but is not real, just as fire in a mirror resembles fire but is not real, and its nature is also not action. Moreover, it is not acquired, because it is produced from non-appropriated primary elements. Treatises speak of the name of a sentient being based on the resemblance, and speak of the establishment of transformed speech based on transformations conforming to the physical base.
