答：由能說者，思上名等，令應化機思數等、上名等，得起名之為說。夫說法者本令他解，思等為緣他因解，起名說何失？

Answer: Because the speaker has names and so forth on volition, which causes the names and so forth on the mental factor of volition and so forth in the beings to be transformed to arise, this is called preaching. Now preaching the Dharma is fundamentally to cause others to understand; when volition and so forth serve as conditions and others give rise to understanding based on them, what fault is there in calling it preaching?
