有說唯敘外道難也。有義：兼敘小乘之人；若不爾者，下通難中，云何說言又假必依真事立者，理必不然，此牒於誰？既有後牒，明前有難。

Some say this merely recounts the objections of non-Buddhists. There is an opinion: It also recounts those of Hīnayāna adherents. If this were not so, in the resolution of the objection below, why would it say, "Furthermore, that the provisional must be established based on real entities is in principle certainly not so"? Whom does this cite? Since there is a subsequent citation, it is clear that there was a prior objection.
