疏釋彼意由據業種，云令器界種種差別名為共業，不約一切起於現行變諸器界，方名共業。

The Commentary explains its intention: based on the seeds of karma, it states that causing various distinctions in the receptacle world is called shared karma; it is not based on all beings giving rise to actual functioning and transforming the receptacle worlds before it can be called shared karma.
