答：有義：令心總於善等法中而造作者，此思之性。於三性中改轉造作，說名為業。故此業用，亦非遍因。疏說三遍，故未盡理。

Answer: One opinion says: Causing the mind generally to engage in formative action among wholesome and other dharmas is the nature of this volition. Modifying and creating action within the three natures is called its activity. Therefore, this active function is also not a universal cause. The Commentary states that it has three universal aspects, which does not exhaust the principle.
