答：夫云流轉，包括五趣。若唯人、天，流轉不足，故云不成；非據全無名不成也。

Answer: What is called transmigration encompasses all five destinies. If it were only human and celestial [destinies], transmigration would be incomplete, and therefore it is said not to be established; it is not called not established on the grounds of being completely absent.
