答：外道等言，等小乘也。雖舉外道，意取所等一分小乘，名兩俱也。以彼外道是立論，餘乘便云矣。

Answer: The words "non-Buddhists and so forth" include the Hīnayāna in "and so forth." Although it mentions non-Buddhists, the intention is to take the portion of the Hīnayāna included in "and so forth," which is called "both parties." Because those non-Buddhists are [outside] the disputants, the remaining vehicles are mentioned in passing.
