非以頌文但說第八有所緣境不說所依，即云第八無所依法，理實有故。不說所以，如《疏》具云。

It is not that, because the verse only states that the eighth [consciousness] has an intentional object and does not speak of a basis, one can say the eighth lacks a basis dharma, for in principle it truly exists. The reason it is not stated is fully explained in the Commentary.
