4.404

論：聲聞等非不能拔濟一切有情，小分行相暫時而轉。如來大悲普能拔濟一切有情，通緣三界，遍滿行相，恒時而轉，無所觀待，恒救不捨，隨其所應拔濟三界所苦有情，無待大悲無差別轉，故名平等。此即法性，或緣平等法性為境。

Treatise: It is not that the śrāvakas and so forth cannot rescue and deliver all sentient beings, but their mode of apprehension is limited and operates temporarily. The Tathāgata's great compassion can rescue and deliver all sentient beings universally; it takes the three realms as its common object, its mode of apprehension is all-pervading, it operates at all times, without depending on anything, constantly rescuing without abandonment, rescuing suffering sentient beings of the three realms according to what is appropriate. Since unconditional great compassion operates without distinction, it is called "sameness." This is precisely the nature of phenomena, or it takes the sameness of the nature of phenomena as its object.
