論曰：此中顯示慶慰語化，慶慰即是喜悅差別，語能生彼故名慶慰，成所作智化作語業，自現妙音，令化心變，謂聞佛語生歡喜故。隨所樂法者，隨彼因力所應，樂聞人天三乘諸差別法。文巧妙者，字句顯美，令樂聞故。義巧妙者，理趣分明，易解了故。小智聞信，況聰慜者。

Treatise: Here is revealed the vocal transformation of congratulation and comfort. 'Congratulation and comfort' is a variety of joyful delight; speech can give rise to it, hence it is called congratulation and comfort. The wisdom of action transforms and creates vocal action, manifesting exquisite sound of itself, causing the minds of those transformed to undergo change, namely giving rise to joy upon hearing the Buddha's words. 'According to what is delighted in' means according to what they ought to delight in hearing based on their causal power—the various distinct teachings of humans, gods, and the three vehicles. 'Exquisite text' means the syllables and phrases are clearly beautiful, making them delight in hearing. 'Exquisite meaning' means the principles and purports are distinct, easily understood. If those of small wisdom believe upon hearing, how much more so the intelligent!
