信有力言，總有二釋：一、依人辨，如《疏》所明；二、約法說，故有義云：或有力言，即所信善，謂信善法能得，能成有為無為、世、出世果，起希望故而修習之。雖非論文，亦不違理。

Regarding the words 'believing that there is capacity', there are two interpretations in all: First, distinguishing it based on persons, as explained in the Commentary; second, stating it in terms of dharmas. Thus a different opinion says: 'Or the words "having capacity" refer to the wholesome dharmas in which one believes, meaning believing that wholesome dharmas are able to obtain and accomplish conditioned and unconditioned, mundane and supramundane fruits, and giving rise to aspiration, one cultivates them.' Although not in the text of the Treatise, this does not contradict logic.
