意云：本、隨總二十六，於中十一翻入其善，《疏》文倒也。應云合根本、隨煩惱二十六中。

The meaning is: the root and secondary afflictions altogether number twenty-six, among which eleven are inverted to become wholesome [mental factors]; the phrasing in the Commentary is inverted. It should say: "Combining the root and secondary afflictions, among the twenty-six..."
