必無欲染第九品在，能入根本，起未至惑，要欲染盡入根本定，方容起彼未至惑也。

There is certainly no case where the ninth grade of desire defilement remains and one is able to enter the fundamental [dhyāna] and give rise to threshold afflictions; it is necessary that desire defilement is exhausted and one enters fundamental concentration before it is possible to give rise to those threshold afflictions.
