5.59

彼論但云，所餘是有覆無記，不發惡行，身、邊等言，疏釋彼也。

That treatise merely states that the remainder are defiled-avyākṛta and do not initiate bad conduct; the mention of the view of selfhood, extreme views, and so forth in the Commentary is an explanation of that.
