The objection means: If one says that for worldlings active manifestations moisten [rebirth], then although there are active manifestations below, they do not moisten rebirth in the higher [realms]; for āryas it is said that seeds moisten [rebirth], so although there are seeds below, they do not moisten rebirth in the higher [realms]. The answer is as explained in the Commentary. One opinion explains: For an ārya, seeds properly moisten, so having seeds [below] prevents being born above; for a worldling, the afflictions that properly moisten prevent being born above if not subdued. Those arisen through discrimination and subtle innate ones are not afflictions that properly moisten; hence, though un-subdued, one can be born above. If there are afflictions that properly moisten among those capable of moistening rebirth in the entire realm, they can also moisten rebirth. If there are none that properly moisten, the rest cannot, because they lack support.
