上言二分，安惠明餘不據佛說，佛無二分。下文明佛有二分者，護法適爾，非惠本意。

When speaking above of the two divisions, Sthiramati explained the rest [of sentient beings], not speaking based on the Buddha; a Buddha does not have the two divisions. In the passage below explaining that a Buddha has the two divisions, Dharmapāla was simply presenting his own view, not Sthiramati's original intent.
