解等流中第一釋也。對彼等流二種之義以辨餘因。下疏准知。

This is the first explanation among those explaining nisyanda. In contrast to those two meanings of nisyanda seeds, it distinguishes the remaining causes. The Commentary below should be understood accordingly.
