答：取境分齊方發於言，實由於想緣彼法義而起於語，亦賴尋、伺。今據取境起言之由，但說於想。又復語因而有通局，親疎兩別；尋、伺雖親不遍佛有，想因雖疎為通因果，所以言也。

Answer: Grasping the demarcation of the object is what initiates speech; truly it is due to concepts taking that dharma and meaning as object that speech arises, and it also relies on investigation and examination. Now, based on the reason for grasping an object to give rise to speech, it merely mentions concepts. Furthermore, the causes of speech have general and restricted [aspects], with the distinction of direct and remote: although investigation and examination are direct, they are not universally present in a Buddha; although the cause of concept is remote, because it is common to cause and fruit, it is mentioned here.
