所作者果，業即能作，即八九處能作業、用，乃於果處說業用聲云所作業。

"What is to be done" is the fruit; "activity" is the agent: that is, the eighth and ninth bases are capable of creating activity and function; thus, upon the place of the fruit, the term "activity and function" is stated, calling it "what is to be done."
