便非行支者，初句牒救，後句正破。彼救意云：《大論》云發三惡趣業是分別者，據發別報，難意可悉。

Then it would not be a formation branch: the first clause cites the defense, and the latter clause directly refutes it. That defense meant to say: What the Great Treatise says about initiating karma of the three wretched destinies being discriminative is based on initiating particular retribution; the intention of the objection can be understood.
