此釋外難。外難可悉，此談其定有止心等不起之能，名為不止息，不同無學學窮名止。

This explains an external objection. The external objection can be understood. This discusses that this concentration possesses the capacity to stop the mind and so forth from arising, which is called 'not ceasing', unlike the aśaikṣa whose training has reached its limit, which is called 'ceasing'.
