答：理實同受。顯後所起亦攝善攝。若不言者恐疑後起非戒攝。故顯律儀是餘戒本致先後言。實同受也。

If this were not stated, it might be suspected that what arises subsequently is not included under morality. Therefore, to show that the discipline of restraint is the root of the other moralities, it uses words of precedence and succession. In reality, they are received simultaneously.
