按彼論解云：「一切佛菩薩所為所到故。」有釋：最勝所作是佛所作。最勝所至，十地菩薩之所至也。

According to the explanation of that treatise: 'Because it is that which is done and that which is reached by all buddhas and bodhisattvas.' There is an explanation: The most supreme action is that which is done by buddhas. The most supreme reach is that which is reached by bodhisattvas of the ten grounds.
