述曰：自下第二，破是餘趣非那落迦。造惡之者不應生彼捺落迦中；非彼趣故；如人、天等。
The Commentary says: From this point onward is the second part, refuting that they are of other destinies and not narakas. Those who do evil should not be born in that naraka; because they are not of that destiny; like humans, devas, and the like.
