述曰：為造惡者，起怖畏故，知其惡業，招此惡果。其無情物，大形力等，由業所感，變現非一。動手足等，差別作用，或斬、或斫、或剝，此顯作用。

The Commentary says: In order to arouse fear in those who committed evil deeds, making them realize that their evil karma has brought about this evil fruit, those insentient things with great shape and power, produced by karma, manifest in more than one way. Distinct actions such as moving hands and feet—either severing, chopping, or flaying—show their functions.
