The commentary says: The first two lines explain the benefit regarding the selflessness of the person; the last two lines explain the benefit regarding the selflessness of dharmas. A pudgala is called 'one who repeatedly takes rebirth in destinies' (saṃsārin), because it repeatedly takes rebirth in the various realms of existence. Even when there is a state of fruition, the causal designation is still applied; because there is no real self, one repeatedly takes rebirth in destinies.
