初中言無明熏習所起識者，牒上所說依根本無明起彼靜心成業等識也。

In the first part, the statement "consciousness arising based on the perfuming of avidyā" reiterates what was explained above: that relying on fundamental avidyā, that tranquil mind is stirred to become the karmic consciousness and other consciousnesses.
