In the fourth section, first [the title] is stated, and then it is explained. That is to say, at the time when that very innate enlightenment emerges from the obstacles, it manifests myriad transformations in accordance with its illumination of sentient beings' capacities, serving as the power of external conditioning perfuming for those sentient beings; hence it says “relying on dharma,” down to “manifesting.”
