3.312

If there are sentient beings whose wholesome roots are slight and few, whose afflictions have been deep and heavy since long ago, even though they meet buddhas and are able to make offerings to them, they nevertheless give rise to the seeds of humans and gods, or give rise to the seeds of the two vehicles. Even if there are those who seek the Mahāyāna, their faculties are unfixed, either advancing or retrogressing.
