13.22

論　唯風下，二、喻不相應心。疏　非靜心等者，以水非動性，故波滅而水不滅。心非動性，故染滅而心不滅。此如微風滅故細波滅，亦非水滅。

Treatise: From "Only when the wind..." downward is the second part, the simile for the non-concomitant mind.

Commentary: Regarding "it is not that the quiescent mind and so forth": because water is not of a moving nature, when waves cease, the water does not cease; because the mind is not of a moving nature, when defilements cease, the mind does not cease. This is like the cessation of a gentle breeze causing subtle waves to cease, which is also not the cessation of water.
