16.41

一、問。論　依何等人者，約何位人說發心義。修何等行者，由行何行而得發心。據下答意，即依十信位人，修信、進、念等十種善行，十千劫滿，至第十信滿心，則能發也。

First, the question. The treatise says: "Relying on what kind of person": based on a person of what stage does it speak of the meaning of giving rise to the mind? "Cultivating what kind of practice": through practicing what practice is one able to give rise to the mind? According to the meaning of the answer below, it relies on a person in the stage of the ten faiths who cultivates the ten kinds of wholesome practices such as faith, vigor, and mindfulness; when ten thousand kalpas are completed and they reach the fulfillment of the tenth faith, they are then able to give rise to it.
