二、智德。疏　勤修二善者，已起之善修令增長，未起之善修令發生，故今文云：發起增長，是標二義也。作持者，謂約善法所論，作故名持，止故名犯。

Second, "The Virtue of Wisdom":
Regarding the Commentary's "Diligently cultivating the two kinds of goodness": as for goodness that has already arisen, one cultivates it to make it increase; as for goodness that has not yet arisen, one cultivates it to make it arise. Therefore, the present text says "initiating and increasing," which indicates these two meanings. As for "upholding by acting" (zuochi): it is discussed in terms of wholesome dharmas—acting is therefore called "upholding," and stopping is therefore called "transgressing."
