17.21

三、通權教。疏　《纓絡》下，引所舉教。七住前退者，第七方名不退住故。然彼經文但說淨目等各至第六住，遇惡知識緣故退，而不說彼所值因緣行相，待檢續入。今釋下，明釋通意。今詳論中未入正位者，通其兩意：一則未入初住、二則未至七住正因不退之位，故云正位。前意為正。

Third, "Reconciling with the Expedient Teachings":
Regarding the Commentary's "The *Yingluo*..." and below: citing the teaching that was brought up. "Retreating prior to the seventh stage of abiding": because only the seventh is named the abiding of non-retrogression. However, that sūtra's text merely states that Jingmu and others each reached the sixth stage of abiding, and due to the condition of bad companions, they retreated; it does not explain the specific circumstances or forms of practice they encountered, which awaits checking to be added subsequently.
Regarding "Now explaining..." below: clarifying the intention behind reconciling the explanation. Examining the Treatise's "Not yet entered the correct position": it encompasses two meanings: 1. not yet having entered the initial stage of abiding; 2. not yet having reached the position of non-retrogression by the correct cause at the seventh stage of abiding; hence it says "correct position." The first meaning is the primary one.
