18.31

論厄難恐怖危逼者，受施人也。隨己堪任者，所施力也，盡力所及，不惜不吝。施與無畏者，正行施也，亦是行施意，或縲紲之難、或水火之災、或狼虎之殃、或冤家之怖，如是一切眾生，凡有所畏之事，皆護令安樂，得無所畏。

In the treatise, "in times of hardship, terror, danger, and oppression" refers to the recipients of giving. "According to one's own capability" is the capacity of the giving: reaching the limit of one's ability, without stinginess or begrudging. "Bestowing fearlessness" is the actual practice of giving, and is also the intention of giving: whether from the disaster of fetters and chains, the calamity of water or fire, the harm of wolves and tigers, or the dread of enemies. In all such matters that sentient beings fear, one protects them so that they are peaceful and happy and attain fearlessness.
