18.51

初一者，謂先由迷倒，不知罪福，妄行十惡。今由懺悔，畢故不造新，故云止持。勸請隨喜等是行善故，應作須作，故云作持，廣說如《行願經》。

"The first one": meaning previously due to delusion, not knowing transgressions and blessings, one falsely performed the ten unwholesome deeds. Now by repenting, one puts an end to the old and does not generate the new; hence it is called "observance by abstention." Entreating, rejoicing, and so forth are the practice of goodness; what should be done must be done, hence it is called "observance by action," as explained extensively in the *Sūtra of Practices and Vows* (*Bhadracarīpraṇidhāna*).
