Among the four deviating ones, the commentary's "self-view, etc.": Being deluded about these three afflictions is called ignorance; that is, self-ignorance and the others are the four innate afflictions within the manas. Because they are innate, it says they are "always associated"; all are subsumed under the ground of abiding ignorance, and hence are called proclivities (anuśaya). Regarding "does not diminish afflictions, etc.": Cultivating meditative concentration was originally for the sake of eliminating afflictions; since it cannot sever them, what is the use of concentration? Just as taking medicine and having the illness worsen lets one know it is not medicine, so how could one take it further? "Relying upon" means depending on, leaning upon; it cannot be relied upon and practiced.
