4.22

疏　者者下，四、結德屬人也。疏牒論文，故重言者。德即上說三業功德，謂遍知者、色無礙者、救世者。者，謂人也。

In the Commentary, from "one who" downward, fourth, concluding the virtues by attributing them to the person. The Commentary cites the words of the śāstra, hence it repeats the word "one who." The virtues are the merits of the three actions spoken of above, namely, the all-knowing one, the one of unobstructed form, and the one who rescues the world. "One who" refers to the person.
