二、若泥下，單釋塵泥。非彼所成者，非彼微塵成泥團也。應無差者，塵未和水，應名泥團；既成泥團，應曰微塵。

Second, "if mud...", etc., solely explains the dust and the mud. "Not produced by that" means not produced as a lump of mud by those minute particles of dust. "There should be no distinction" means: before the dust is blended with water, it should be called a lump of mud; once it has become a lump of mud, it should be called minute dust particles.
